>Gen I: 1/151>Gen II: 1/100>Gen III: 5/135>Gen IV: 33/107What I mean by "missing" is that the games have no methods to obtain these Pokémon outside of glitches, trading outside their "group" (ie. GSC with Gen I, RSE with FRLG, Gen III with the Orre games, Gen IV with Gen III, DPPt with HGSS, etc.), or plain distributions. Basically these were Pokémon that were not included in the standard game and were relegated to a method that can apply to literally any other Pokémon, there's nothing special or thought-out about obtaining them. In-game events, Regigigas, and trade evolutions are fine though.
Gen I is missing Mew (distribution)
Gen II is missing Gen I starters, fossils (minus Aerodactyl), Legendaries, and Celebi (distribution). Crystal adds Celebi as an in-game event.
Sinnoh is missing previous starters, Legendaries, Tangela/Tangrowth, and Tropius. Platinum adds the Legendary birds, Regis, Tangela/Tangrowth, and Tropius. But I forgot Tropius in my original statistic for Sinnoh so
