Maybe they'd do a Flare where a "new outfit" is actually a permanent redesign tucked in, but I don't think they normally go "look, we're going to make this one pretty explicitly because everyone thinks she's ugly!!" which is what announcing a standalone redesign says.
I would think Cover is careful about not trying to bite the hand that feeds them with artists, who can be very petty and autistic and can have egos the size of the fucking moon. If Redjuice gets butthurt-enough he can try to convince future artists to not work with Cover and so on. Lack went with it eventually but maybe not everyone is like him, we will see.
