When a target approaches the dazzler too quickly, it engages and releases a portion of the energy it hosts into a burst of light energy(or maybe a series of rapid flashes, to conserve energy). Because the flash is so violent, the dazzler only lasts less than say half a dozen times at most. It shouldn't be that complicated to be engraved in the back of the chuubnaite, with the chuubanite then attached to a metal plate which modifies the kind of energy the chuubanite releases. Because it's relatively expensive(needing careful engraving and all), it's only really used in conflict zones where one anticipates the pigeon has a high chance of being intercepted.
Actual Flashbangs are still pyrotechnic so I doubt it's that safe near a quite flammable pigeon carrying important messages.
