First, the human-like Palkyries could chimeras, like Risuners, where they get human DNA from one parent, Palkyrie DNA from the other parent, and both combine to create them. The precedent for this phenomenon in /vtwbg/ so I think it would be sensible to use it.
The other way would be to have the human-palkyrie and the pet-palkyries share an ancestry millions of years ago and they simply evolved apart, with the pet remaining more beastly while the human became more tribal.
I'm sure there' a third path and more, that's just the first I can think of.
