>>54071394SPECIAL doesn't matter THAT much in New Vegas compared to 1 or 2. Charisma is a dump stat, you want it at 1. You want Strength at or near 10 if you're gonna use melee weapons (NOT unarmed weapons). High INT is good to get more skill points, high LCK is good to get more crits (if you're doing a crit build). Other SPECIAL traits should be set according to perks you see yourself wanting. Don't forget that you can get implants to increase SPECIAL (though this is tired to your END stat), and raise SPECIAL with the Intense Training perk (though this costs you a perk - you might not care depending on the perks you want).
I always suggest the Skilled trait be one of the two you pick. Built to Destroy, Logan's Loophole, or Small Frame all make for good second choices. Good-Natured can be good if you envision yourself using only one combat skill exclusively (the initial skill point penalty in that one skill is made up for by the buff in other ones).
Educated is a perk you want to get as soon as available. The 2nd level perk I favor is usually either Intense Training or Confirmed Bachelor (most human enemies are male), though I sometimes go with Light Touch if I'm running a crit-focused build.
