As for certain members being streamers first, idols second, that can really only truly be the case for any members before Gen 3, because by the time they came on board Cover had decided they wanted to go the idol route. Even still, almost all of Gen 2 abides by the idol standard. Aqua, Shion, and Ayame all keep to themselves and do their idol duties. Subaru used to interact with Niji guys, though not in a flirty way. I can't speak for Choco. Anyone in Gen 3 and beyond signed up with the knowledge that they are idols who stream. Simple as that.
