Last thread they got people ERPing for it, I think, and I've seen it work on particularly unhinged posts.
It's basically a classification for throwing the judgement directly at a janitor/meido's feet and saying "hey, if you agree that this post sucks, here's carte blanche to ban the retard," but if they're in a bad mood or disagree with you, it can backfire easily.
