It goes like this:
The NA girls have NA managers that speak english (and likely vary amounts of japanese as well). The NA managers answer to jp managers, either their direct jp equivalent or to some higher level management that handles the EN branch from overseas. This oversight is strict and ubiquitous, and the general mood among EN management is not to do anything unless jp management tells them to directly, or else they'll get in trouble. This is why things tend to seem like they move slowly on the EN side, because when the NA girls ask to do something, they ask their managers who then wait until their weekly meeting to ask the jp managers, who will answer something like "wait and see" and paralyze the whole process for a few weeks until it's brought up again and they say "what, that? Okay yeah fine".
EN management is too afraid of losing their job over minor shit to risk doing any actual management, they're just proxies.
Mori is on a tight leash because jp management has to tard-wrangle her, but because Kiara is basically completely fluent in japanese, her manager can keep her on a longer leash and let her basically do whatever, which is why she's able to constantly plan stuff for herself, spearhead collabs and even set up Holotalk. She deals pretty much directly with the higher level of cover management to get what she wants without going through middlemen, and they trust her because she speaks japanese and hasn't fucked up yet.
