IDs are a fellow branch that speaks near-fluent English, so there's no cross-contamination at risk collabing with them, while also boosting their own brand and appeal. Pochi is a professional female artist with a lot of appeal across the internet who is at least "sympathetic" to the Hololive business model, so equally little risk, but the Huke hissy fit the Japs threw proves that approach is not entirely universal.
Is management being too strict with permissions and outside collabs? Definitely.
Is that the right move? While there's no use reading tea-leaves, EN is still growing in popularity and is quickly marching to the forefront of the Hololive Global initiative without missing a step, so if it isn't broke (while also not losing appeal), I don't believe Cover wants to "fix" a problem that doesn't exist (yet).
