Parts of the ROM are decompressed into the RAM and the savefile data rebuilds the game status.
Only, and only if, the ROM if filled to the BRIM with data, can you rescue some measly bytes by reducing the location encounter tables, say 16 kinds pokemons to 8 per area, and the split the other 8 into similar another cartridge.
Unless it's completely full of compressed data, there's no technical excuse for two catridges
