Nobody opens their mouth above another person's face and is holding it there, doing nothing, suggesting nothing. Since Coco is in this post, it suggests she i in the progress of saying something, or is about to do something (a lick? a bite? a kiss?). Even if you imagine Coco is going to hold herself there, and just dominantly breathe on Mori for a moment, that wouldn't lead anyone to think of this as a scene where everyone is calm, holding some static pose. Even without looking at Mori's expression, you know there has to be tension, a sense of the unresolved. As a person, you know how uncomfortably inconclusive it is to have someone holding your face, and to have their face, inches from you, whether they're speaking or being still. How suspenseful it feels, your eyes closed, not exactly knowing what they're doing, but being momentarily trusting enough, being intimate enough with them, to not move to jerk your head away or stop them. Or maybe Mori DOES know what Coco is doing, because Coco said as much, and Mori is bracing for it. Every possibility invites more.
The same dynamic applies to Coco's finger on Mori's nipple. Nobody moves to place a single finger on your tit and rests it there, thinking it doesn't mean anything, and that it can just kind of hang out there, or like... lightly tap your nipple for no reason. Coco is either midway through a light caress, or she only just placed her finger there. If it just made contact, you know she is doing something next. Is she going to slowly bring her hand up, wrap her other fingers around, and cup the whole breast? Or is she going to swirl her finger around for a while, teasingly, while whispering to Mori about all the things they are going to do tonight? You don't know what EXACTLY is happening, but you know that something IS happening and more is about to happen.
