There is a lot of microstutters at low-medium settings, the bitrate is low, and a 3090 is ABSOLUTELY overkill for TF2, and any other streamer with that setup could set it to max quality and run without any type of lag.
Even after changing Obs to admin and setting high priority, theres still a ton of choppiness, and you can easily compare with Ina's playthrough. Ina has worse hardware and her stream looks 10 times better.
Why? We don't know, probably fucked up settings on OBS making her GPU run at 100% and causing microstutters, or her hardware is fucked somehow.
