The homeless/mentally ill outbursts were absolutely a thing you had to watch out for at all times, not just in the station itself but in the subway cars itself, so I don't know who you're trying to kid
I've only been to Penn a couple times in recent years but the cops with rifles were definitely a thing I saw there, and honestly the same loud "performers" (who arent even that good) were there as when I was back in high school
If you wanted to debunk something I would say the rats because I've never seen a single rat, but things I did see were mold, graffiti, vomit, litter, etc; even the tech was old LED and looked sad and forgotten
Meanwhile Tokyo station, Hololive isn't even trying to advertise it just their own shop location, but that casual stroll leaves me in disbelief at how clean and well-lit and friendly it is like it's some goddamn community center
No wonder stations are depicted as some trendy and casual place to hang out and check out the shops in japanese media
I've never wanted to live in Japan but a sight like that is making me rethink some things
