in her bitter chocolate decoration cover she also has a lot of hidden text about how they had recreated the universe multiple times and that she is the literal definition of "The Devil", so if you take this as canon it places her outside of the entire universe that the council "gods" exist within as a universal creator entity which i think is probably labeling as an actual god, but she says "we" when talking about the universe being creation so there are obviously other gods that existed at her level or higher within the outer realm
in both of them they also talk about how she exists in an infinite capacity and can never be killed or destroyed
even if you dont take that stuff as canon in the holox manga she is canonically referenced by lui as being at a minimum hundreds millions of years old
