Watame's good, but she's also relying on Hololive investing on her and expecting to get their money back (which so far is happening). There's no way she could shell the money to make Tokyo Garden Theater happen as an indie. Or she would have to take a loan and handle a shitton of management herself and let's face it. It's Watame, I don't see it happening.
There are other members who have expressed dreams of concerts (e.g. Kanata), but we're only seeing things happen for Pekora, Suisei and Watame. It's a company - they're investing where they know they're getting their money back.
