They're not the MAIN driver, that will always be the person behind the Vtuber rig. But, to borrow the term from another passion of mine, models and rigging quality act as force multipliers to the Vtuber.
A bad Vtuber will not be a good one just because they put in the money, but a good Vtuber becomes a Great Vtuber if they have a model properly synced to their persona, in multiple ways. If the model's appearance syncs with their behavioral and personality, their success capacity increases. Same with the expressiveness (in that regard, I refer mainly to "what level of expression can be put across with just their default range," not so much toggles for specific emotions) of the model and the capacity to move with the talent in question.
It's like in fighting, for another analogy. A good form won't make you a good fighter compared to someone who's been training for years. But between two fighters, the one who has better form will have an advantage.
