It's like the forbidden body part, a part of the body that is always concealed, now couple that with the social stigma and implications of barefeet, and the fact people with foot fetish most often than not have, "crossed wires" in their brains that make them like feet, you'll find historically we have liked feet for a long time.

Now people call high heels, "elegant," and "sexy", when women wear them. I wonder why.
