You're only half right about the clips thing though; in the world of clipping what actually matters is if the clipper can exploit the moment with a half-true clipbait title and a thumbnail that blows the moment out of proportion so that people click on it. The more people that give it watch time, the more YouTube circulates it to others. This encourages clippers to have a bias towards taking moments out of context to make people think a different story is happening than what it actually was.
Lack of good clips could indicate that clippers are focused more on the talents they already have been covering to maintain their views. Adding a new talent to a clippers' channel lineup is shaky because it can affect their position in the algorithm, because if people end up only watching that channel for clips from Mori Calliope for example, and they decide to clip Fauna and people end up not interacting with that because they're there only for Mori, it will make the future Mori clips circulate less because a video on the channel underperformed, signalling to YouTube that people are less interested in the channel's content.
In general it's just better to stop giving a shit about clips when deciding if you enjoy a Vtuber or not. If you watch a stream and get bored within 30 minutes, a blown out of proportion clickbait clip designed to grab people's attention and get easy watch time for the clipper isn't going to suddenly make the actual talent's regular streams seem better for you. More or less amount of clips is an entirely invalid signal as to whether ANY streamer's content is good or not.
