I don't know the cropped slogan, but it's clearly a poster about how loose lips cost lives (i.e. don't talk about the war effort and strategies, because you never know who might be a spy). This particular poster is pretty unintentionally hilarious and over the top though. Like, did he have to actually be Hitler to convey that message?
