There are different ways to define complete, but I'd look at it as a line where every possible character you could want is already realized in some way. 3.75 Star Wars stands out as the main example, even if some boomers will disagree that not having Sim Aloo or Tzizvvt or whoever the fuck invalidates the rest of the line.
