Unless you have a nice empty basement or a room to dedicate to it, I'd recommend building something the size of a baseplate or two so that the modular concept could eventually integrate into something bigger
A lego city is either something you sporadically build with your child on the floor, or something a homeowner afol does in their basement
I dream of having an aquanaut seatron layout, but for now, I'm just stuck to building a small base here or there.
In general id recommend going for quality over quantity to start, and get a feel for what you actually want to do
