You can argue Allister is in charge but Raihan is universal to both games so you lost right there. Also World Tournament overrides the important of Galar Pokemon Champion.

Honestly the Isle of Armor has a better chance of appearing than the Gym plots cause it's a reason for Ash to train and Goh to find more Pokemon.
