Entire patreon accounts centered just around Pokemon art and game conteng exist. You can freely commission works of pokemon from artists as well. Things get muddy if you try and sell your work as an official product but other than that it's VERY muddy on what is and isn't illegal. Unless you live in some weird country or you're Disney and headhunt 5 years olds who think about drawing Mickey Mouse too hard.
A lot of deviantart artists for example don't seem to understand what copyright even IS. I just wouldn't worry about it and keep drawing and keep consuming.
