Chansey/Blissey, or Audino are probably the comfiest.
I've heard some arguments for Tropius, but those seem to be "Comfy existence" arguments, rather than "Cuddle" ones.
In any event, Milotic is a giant fish that needs more water than you have to survive, so it's tricky to maintain.
