I think I'm getting a picture how things are within Cover. I'll use "Omega" to represent the side of management wanting to destroy HoloEN, promote the Homos and nijify Hololive. I know he's probably fired, but this group of people still remains within Cover nonetheless.
Now, obviously the way Tempus was handled was not well received in Holostars Japan branch, because they completely got shut out of the entire process of recruitment, branding etc. of what was supposed to be THEIR English branch.
Shinove would have at least told Yagoo about this - even if that wasn't the main reason for him leaving.
This + Gura's sudden roommate post after the gutting of her 3D Live would naturally have caused a lot of panic back in JP, which is around the time when A-chan revealed that she was taking English studies a lot more seriously.
Gura may have sensed the opportunity, leading to her bypassing EN management entirely in order to get her loli dakimakura approved by JP.
Now, Yagoo also said he's been learning English. Him starting to sit in on EN meetings (and saying that publically) + A-chan taking over HoloEN Youtube obviously made it so that Omega lost a lot of power they had over HoloEN.
You will also note that Nodoka has completely disappeared from the front lines, which probably means that a lot of back-end stuff that used to be handled by A-chan has been given to her so that A-chan can handle both her regular front facing JP duties + handling the EN channel. At least for a while.
I'm sure they're attempting to set up a management figure on the EN side as well, since A-chan won't be able to permanently handle the EN channel. Possibly one of the original 3 Myth managers.
Once the EN channel was taken over, Omega didn't have much leverage for asking it back either, since in their infinite wisdom, they hadn't done much themselves to grow the channel.
I think that this little twitter thing was a desperate attempt to scrounge up some form of clout and power in the HoloEN side that they have been losing for a LONG time.
And this is such an easy sell to Yagoo as well -

These guys have now been folded into Omega's wing, and they might get suffocated for a while. I hope if any of them are reading this, they take this to Yagoo directly, because I assure you he does not know the ground situation.
Good thing is that, I think both recruitment, training and branding of Hololive EN has been taken away from the Omega group. So this twitter thing is just scraps they have to scrounge up.
Of course none of this will be proven until EN3 lands... but I think that things may not be so dire in the EN sphere as many of /here/ think.
