This was in reference to Kiara's desire to collab with Veibae from Vshojo and how she was forbidden from doing so (the implication, I believe, being that since Vei had recently joined Vshojo and was no longer an indie it was no longer something management wanted to entertain), which I'm sure some people are very glad about, but I think it probably has a lot to do with why the EN Minecraft server seems to have very strict permissions or why EN hasn't collabed with Coco or really most of why EN seems to be held back in ways that JP would be free.
Hard to say if it's a good or bad thing. It's simply just the way it is.
