In Discworld, witch and wizard use different type of magic, but it's also about gender. There is only one female wizard and no male witch.
In mtg, witches are female versions of warlocks, wizard, and shamans. Note that there are female wizard/shamans/warlocks that are female but are not witches.
Generally, you can assume that there are female wizards and witches, but no male witch. The one exception I know is pathfinder, where a witch is what warlocks are in other games and can be of both genders (I think, never played it).
In my own system, witches can be of both genders, and are somewhere between alchemists, druids, and shamans.
