Prime Minister Takaichi made her de facto diplomatic debut by joining an online summit of a coalition supporting Ukraine, where she expressed Japan’s commitment to continue providing assistance.

Takaichi said, "I pointed out that the outcome of this war will have a significant impact on the entire international order, extending beyond Europe to include East Asia."

On the night of October 24th, Takaichi participated for the first time since taking office in an online summit co-hosted by the United Kingdom and France, which was also attended by Ukrainian President Volodymyr Zelensky.

During the meeting, she emphasized that Japan will continue to work with the international community to support Ukraine and to advance sanctions against Russia.

The United States Department of Agriculture (USDA) has accused Senate Democrats of voting “12 times to not fund” Supplemental Nutrition Assistance Program (SNAP) benefits as the multiweek government shutdown continues.

The federal government has been shut down for nearly a month after Congress could not come to an agreement on a funding bill.

A funding bill passed the House, but stalled in the Senate, where it must clear the 60-vote filibuster to advance. Republicans currently control the Senate by a 53-47 margin, and only two Democratic senators have supported the temporary funding bill. Democrats have said they will not support the bill because it does not address their concerns about health care subsidies, specifically those established in the Affordable Care Act (ACA), that are set to expire at the end of the year.

The shutdown extending into November would have critical implications for SNAP Benefits starting November 1.

Tens of millions of Americans would not be paid benefits on time due to a lack of funding. Democrats and Republicans have cast blame toward each other for not taking steps to secure the program's funding.

Donald Trump has fired all six members of an independent federal agency responsible for reviewing his controversial White House ballroom and planned “Arc de Trump” in Washington DC.

The Washington Post first reported that all members of the Commission of Fine Arts were dismissed on Tuesday.

“On behalf of President Donald J. Trump, I am writing to inform you that your position as a member of the Commission of Fine Arts is terminated, effective immediately,” read an email sent to one of the commissioners, which was obtained by the Post.

A White House official told the Guardian: “We are preparing to appoint a new slate of members to the commission that are more aligned with President Trump’s America First Policies.”

The Commission of Fine Arts was established in 1910, and is tasked with “giving expert advice to the President, the Congress and the federal and District of Columbia governments on matters of design and aesthetics”, according to its website.

Its purview includes reviewing designs proposed for memorials and new or renovated government buildings, and the commission is intended to be staffed by experts in art, architecture and urban design. There is no indication about whom Trump plans to appoint to the commission.

States are warning struggling Americans who rely on food stamps to pay for groceries that they may miss out on benefits come November.

"Starting October 16, SNAP [Supplemental Nutrition Assistance Program] benefits will not be paid until the federal government shutdown ends and funds are released to PA," reads a notice from the Pennsylvania state website.

New Jersey, Maryland, New York and Texas are among the other states that have issued similar notices.

The wave of announcements come after the U.S. Department of Agriculture, which oversees the federal food stamps program, issued a letter to state agencies on Oct. 10 saying that if the lapse in appropriations continues, there will be "insufficient funds" to pay full November SNAP benefits.

Reached for comment, the White House referred CBS News to the USDA, which then shared the letter it sent to states. Both declined to comment on what a lapse in funding could mean for the millions of Americans who rely on the program.

Advocates and SNAP recipients have warned the effects of being cut off from nutrition assistance could be devastating.

Gina Plata-Nino, interim director for SNAP at the Food Research & Action Center (FRAC), a nonprofit focused on ending hunger, said delayed SNAP benefits would mean individuals have to make extreme choices such as whether to pay their rent or feed their kids. Many recipients, she said, are living paycheck to paycheck and that's the reason they depend on SNAP.

According to the USDA, 73% of SNAP recipients had a gross monthly income at or below 100% of the poverty level in fiscal year 2023.

A fighter jet and a helicopter based off the aircraft carrier USS Nimitz both crashed into the South China Sea within 30 minutes of each other on Sunday afternoon, the Navy’s Pacific Fleet said.

The three crew members of the MH-60R Sea Hawk helicopter were rescued, and the two aviators in the F/A-18F Super Hornet fighter jet ejected and were recovered safely, and all five “are safe and in stable condition,” the fleet said in a statement.

The causes of the two crashes were under investigation, the statement said.

The USS Nimitz is returning to its home port in Naval Base Kitsap in Washington state after having been deployed to the Middle East for most of the summer as part of the U.S. response to attacks by Yemen’s Houthi rebels on commercial shipping. The carrier is on its final deployment before decommissioning.

Another aircraft carrier, the USS Harry S. Truman, suffered a series of mishaps in recent months while deployed to the Middle East.

In December, the guided-missile cruiser USS Gettysburg mistakenly shot down an F/A-18 jet from the Truman.

Then, in April, another F/A-18 fighter jet slipped off the Truman’s hangar deck and fell into the Red Sea.

And in May, an F/A fighter jet landing on the carrier in the Red Sea went overboard after apparently failing to catch the steel cables used to stop landing planes and forcing its two pilots to eject.

No sailors were killed in any of those mishaps. The results of investigations into those incidents have yet to be released.
