The Turaga aren't so much witnessing the fulfillment of an ancient prophecy as they are handing the keys to their replacements to close up shop. All part of the gradual demystification of the setting and distancing from the original vision of the pill-delivered heroes battling the formless cancer.
Whether that's a bad thing is down to interpretation, of course. I know we have many enjoyers of the later parts of the setting here. And I agree that a process for Matoran to directly become Turaga would have gelled better, whether analogous to aging or not, but think they could also work in an "as built" sense, similar but independent machines serving their functions.
