With 3, you are close enough to constantly throw little paper balls at Aqua when the teacher turns his back, and Shion, Korone etc would only just snicker and help cover for you. Sora is right next to you though, so probably would tattle.
4 may be the best spot overall - get to sit behind Sora and avoid her goody-two-shoes nature while also being near her. Sit next to Korone who would probably share her homework and help you cheat on your tests as long as she can look at yours too. Suisei might be the same way not because she's a delinquent but because she's a tryhard.
