i dont mean to be dismissive - i myself have been itching to try making short comics for a while now, and i know how difficult / daunting it is to step outside of "purely drawing" into story telling... but even so, you should be able to do it yourself...
the fact that you have a list of requirements and restrictions not only makes it a bit weird for "volunteers" who might try and help you out - but that same list of requirements and restrictions is already a solid first step for you yourself to begin fleshing out into a story board.
just pick anything, and start expanding upon it with your requirements in mind. for example:
>no actual, public, exhibitionism -> its a masturbator mounted in a publicly accessible (but still private) booth, maybe as a sort of try-it-yourself advertisement by the company that sells it>even though its a "masturbator" it works by connecting a male and a female subject digitally, every booth has two halves, one for males and one for females>remote app connectivity: both strangers control the opposite masturbator, never actually seeing each other, only *knowing* that on the other side of the wall is somebody masturbating under your control and vice versaand so on
you could continue iterating over your list of restrictions, gradually morphing it into something closer and closer to a finished script - at which point the sequence of actions becomes clear, after that the necessary text descriptions / dialog / descriptive thoughts become clear, after that the needed space for drawing -vs- text bubbles becomes clear, after that the panel layout becomes clear
