In the original Green Pokedex entry, it claims to "runs agilely as if on wings". Entei is clearly shown to have spikes on it's back as "wings" and runs at high speed. Arcanine has 95 speed while Entei 100; dangerously close as if it was a upgrade.
And here's the nail in the coffin; Arcanine is based on Komainu; lion and dog like creatures. Entei is VERY lion-like while having some canine essence on it.
Thanks to the spaceworld leak, we finally have another candidate for Raikou.
Behold, Raitora! The unused Pokemon who was also the earliest way back when Gen 1 was in development. While we don't have much info about it, the similarities between the two should speak for itself.

Yes, early. The spaceworld was just that, a demo. Meaning that the ideas around it weren't fully realized.
While in the June 13, 1999 build we already have some of the unused mons while the remade sprites of the beasts were already made. It could mean that mons like Raitora were already decided to re-implement at the time. By that, it finally got the idea of the lore of these beasts.
