Yes anon, by default, starters are shillmon, given they're associated with any particular gen as the initial faces, are the very first catch offered to every player and generally get a shitload more merch than the average in-region poké, let alone the shitmon of the series. Decidueye failed but it's still going to be used for Alolan shilling using the final forms and Hisui shilling using same going forward.
But that's ANOTHER reason why they used Cinderace over some who shitmon egg from Gen 2 - it's a starter and default shillmon, compared to the aforementioned shitmon Gen 2 thing. Azumarill only became normiepopular in Gen 9 raids with Belly Drum/Huge Power. And even then, you could always spot the shits who knew how to use it form the spergs who only used it because they got told it could be good (aside from gimmieghoul raid events, I rarely online raided but the few losses I took were as a result of retard azu users not knowing how to azu and wiping team timer). If no-one gave a shit for it before, why the fuck do you think TPC would to try and earn money?

JFA's deal was a no-brainer, expand the reaches of their youth development program, by getting more kids out and interested in maybe playing organised footy. Because they approached TPC for THEIR upcoming youth program, not had TPC pitch a project where they only shilled ONE pokémon at children, instead of the ENTIRE gamut of shillmon favourites and the mascot.
If it "hasn't been a shitmon since gen 3" where's its VGC titles? It hasn't won any continental championships either. Few national, but looking at the winner's team, it's more likely he didn't in fact use the little shitmon, when he had Bulu, M-Gengar Kommo-o and Mr. VGC itself Incineroar.
