You just posted a perfect Pokemon design. There's nothing here to be fixed. Few Kanto Pokemon need anything fixed at all. The closest I can think of is Poliwrath, who's just a bigger Poliwhirl instead of being a frog.

Personally I don't care about DQ (only played IX) and I need to sit down and actually play Torneko (the OG SFC game or the other games) even tho it's pretty much a really primitive Shiren game

Ironically older games let you beat the game using any mons you wanted and being way underleveled too. New pokemon are all minmaxed comp slop and offer less required strategy compare to older gens (eg: ultra beasts that are created solely for a single purpose that all have the same cookie cutter build compared to early gens where you were forced to run both physical and special attacks due to lack of moves). Like the saying goes: limitations breed creativity.

I just did a replay of Red a little while ago and I'm doing a replay of Crystal right now. It's actually crazy how much better even the "simple" original games are compared to the modern slop. In Ultimate, Razor Leaf can lead to some cool setups and checks on the opponent in the midrange, but it's certainly not anywhere close to an easily spammable option.
