The obvious realistic answer is: depends on the pack.
Although when compared to "Western" alternatives in the same price range (<100€) the chink ones usually end up being better.
But usually those tacticool ones aren't that good.
Think established chink brands: NatureHike, 3F UL Gear, if you want to go cheaper and slightly more questionable: Jungle King, Outdoors Inoxto is even more budget but they are more specialized on hydration packs and smaller (<40L) backpacks.
And it's not you need a lot of quality for interrailing.
Also, consider the obvious budget option of a Decathlon backpack. (60-70€ and you should come out with something good enough).
