Looking for examples of mods (and whatever the official equivalent is) of mods that completely replace one character, especially if it includes redone voices
For example:
Half Life 2: Alyx -> Krystal, voiced by the VA who voiced her in the actual Star Fox games

I've spent ~2 hours of painstakingly looking through all OVA releases from 1980-1999 to find this anime the name of which I forgot.
It's a Mahou Shoujo in a Fantasy setting. It is kind of a action based, but leaning more to the comedy side with only mild violence. It's neither super girly nor very ecchi. Kinda like Slayers but less hilarious and more moe. I would be very surprised if it was released after the year 2000.
The main protagonists are two girls, I think they were sisters, one a shoujo one a loli.
What I clearly remember is this:
When the loli casted a spell it was super moe: Lots of bubbles sprayed from her wand as she chanted: >Lululululululu!
I think I remember the loli's hair being green (or mby blue).
Pic related is from Megami Paradise (which is not what I'm looking for) but the style is similar. The shoujo in the pic could be the older sister, the "Lululululu"-bubble-sourcress was a true loli.
