I want a software which lets me do some layout plans for some local web design, but I want to be able to use it while offline, because I plan to use it mostly while not connected to the internet, so I was wondering if there are any free options. I mean, I know I could just use some powerpoint/open office draw or even paint (like this image example), but I wonder if there are any tools which are for this, and if I click on a button it does some mock up example of what I want my local project to do.

There was an edit where Chud writes stuff down on a death note and it shows a transgender hanging xerself on Twitch with people saying stuff like "lol" and "[demographic] next?" and similar stuff, then it cuts to Chud holding a phone showing a newsflash to the effect of "Millions of homosexuals dead across the globe with videos of deaths being posted on Russian hacker forum Fourchan beforehand," then it cuts to /pol/ full of threads with vids of hanged xerpersons. I have been looking all over for this gragas second edition chinese splash art edit. Anyone know where it is from? I know sloppywalrus has it has his desktop background. Couldn't even find it with chinese reverse image search engines.
Does anyone know where you can find the actual archives of the videos from the gif board? I used moe but no videos are archived. I'm looking for videos back from lockdown in 2020 but can't find any vids archived. So is there anything that has archived the actual videos?
Basically this anime was mistranslated as "sus" in one portion of the anime, and there was this "wyatt" guy on twitter that was insulting the translators. trannies got mad and he started dropping stats on them. there was a funny compilation video of everything that happened but i lost it. does anyone here have it?
